The Christmas Regatta

Regatta Notice


1.     Regatta Dates: The regatta is a three day regatta and shall commence at 5:30am on Friday 14th December 2018 (with racing expected to start at 9:30am) and shall continue through to Sunday 16th December 2018.

2.     Regatta Venue: The regatta shall be held at the Mighty River Domain, 601 Maungatautari Road, Lake Karapiro, Cambridge.

3.     Regatta Status: This regatta is a Major Regatta as defined by clause 1.3.b of the New Zealand Rowing Association Inc. (NZRA) Rules of Racing 2018.

4.     Boat Types:

a.    The Regatta will provide races for the following boat types:

                                          i.    Single Scull

                                         ii.    Double Scull

                                        iii.    Quadruple Scull with Coxswain

                                        iv.    Quadruple Scull without Coxswain

                                         v.    Octuple Scull with Coxswain

                                        vi.    Pair Oar without Coxswain

                                       vii.    Four Oar with Coxswain

                                      viii.    Four Oar without Coxswain

                                        ix.    Eight Oar with Coxswain

5.     Generally:

a.    The Regatta will be conducted in accordance with the NZRA Rules of Racing 2018 except as now modified by Karapiro Rowing Inc. (as provided for in Rule 6.1) in these conditions or by the Race Committee in exceptional circumstances on the day; and then only in the interests of safety and/or fair competition.

b.    The regatta shall be conducted in strict accordance with the NZRA Safety Code and the NZRA Competition Safety Code (Rules 2.2 and 6.2), of which the contents and intent take precedent over all other documents.

6.     Distance of Races: The Distance of all races shall be 2000m.

7.     Course Description:

a.    All races will be held on a buoyed 9 wire, 8 lane, straight course with a held start.

b.    The water for all intents and purposes is to be considered as still and without flow.

c.     Lane 1 shall be closest to the Judges Tower.

8.     Minimum Number of Entries: If, at the close of entries there are 3 entries or less in any event, the event shall be withdrawn from the program.

9.     Qualification System:

a.    Entries in to this regatta are to Finals only!

b.    In the event where there are more entries than places in the Final, a qualification system shall be used to determine the Finalists for the Finals.

c.     The Qualification system will be a system based on heat placings and in some cases based partially on times.

d.    Time trials may be used to make up time should the regatta be severely delayed for any reason and cannot be completed using the published progression system.

e.    Time Trials will be used in the situation where there are more than 64 entries in an event to determine the qualifiers for 4 heats.

10.  Maximum number of crews per race: Generally, races will be limited to a maximum of nine crews, but in exceptional circumstances as determined by Regatta Control or the Race Committee this may be extended to nine crews in finals.

11.  Trophies:

a.    There are no trophies awarded at this regatta.

b.    Points can be earned for wins and placings that will count toward a Clubs points at the end of the season for the Karapiro Trophy.

c.     Points will be allocated on the basis of: 5 points for first place 3 points for second place and 1 point for third place with points being allocated in all ‘A’ finals to the first, second or third placed Club or School Crew.

d.    Points earned by School Crews will be allocated to their affiliated Club as registered with the New Zealand Rowing Association Inc.

e.    RNZ, RPC, Overseas or Composite crews will not accrue points toward the Karapiro Trophy.

12.   Pre-Regatta Safety Briefing:  A Pre-regatta safety briefing will be held one hour before the first race of the regatta in front of the Boat Marshals Hut in the boat park.

13.  Disclaimer: No responsibility or liability of any kind for loss or damage arising out of the conduct of the regatta shall attach to any of the regatta organisers or any of the regatta officials.

14.  Approval: The entry fees and levies have been approved by the membership at the Annual General Meeting of Karapiro Rowing Inc.

15.  List of Events: As per the separate events list.

16.  Closing Date for Entries: Entries close at 8am on Tuesday 4th December 2018. (Updated)

17.  Entry Mode: Entries can only be submitted electronically on the rowIT web site ( prior to the closing date and time. No other form of entry will be accepted, either electronic, typed or hand written unless requested to be so by the entries administrator for the regatta.

18.  Entry Fees: The following entry fees will be charged:

§    Eights               $30.00 + 15% GST

§    Fours / Quads   $25.00 + 15% GST

§    Double / Pairs   $22.00 + 15% GST

§    Single Sculls     $19.00 + 15% GST

§    Amenity Fee      $12.00 + 15% GST


Regatta Terms and Conditions

Entry Conditions


19.  Program Structure: This regatta program is structured to provide for the separate needs of both club and school rowing programs

20.  Entry Entities:

a.    Entries may be submitted by Clubs, Schools or Regional Performance Centres.

b.    In the case of entries submitted by Clubs or Schools, they MUST row in the colours registered to the organisation that submitted the entries.

c.      Accounts for Fees and Penalties will be sent to the organisation (entity) that submitted the entry in all cases.

d.    No rower shall be entered by or represent more than one entry entity at the regatta.


21.  Composite Crews: The requisite approvals as required by rule 18 of the RNZ Rules of Racing 2018 must be in writing and signed by an officer of the relevant Local Rowing Association and either emailed to  or lodged with Regatta Control before 8am on Saturday 15th December 2018.

22.   Entries:

a.    That by submitting entries to the regatta, the submitting entity agrees to abide by and be bound by the:

                                          i.    NZRA Rules of Racing 2018, and

                                         ii.    The NZRA Water Safety Code, and

                                        iii.    The NZRA Competition Safety Code, and

                                        iv.    The latest revision of the Waikato Regional Council Navigation Bylaw, and

                                         v.    The Constitution of the NZRA where appropriate, and

                                        vi.    these Regatta Terms and Conditions and shall pay all charges levied under these Terms and Conditions.

b.    All entries must be submitted electronically using the rowIT web site (

c.     Entries must include the Names and the current Competition License State of all rowers and coxswains. An entry that does not contain all the correct information will not be accepted.

d.    Entries for Composite crews (including all RPC crews) must also include the Club Code for each of the individual rowers.

e.    Clubs, Schools and Performance Centres will be invoiced in full for their entries by email within 48hrs of the close of entries to the last advised address for receiving accounts.


f.      The full entry fees are to be paid either by Direct Credit or Cheque within five (5) days of the date of the invoice.

g.    Payment by Cheque: An email must be sent to advising that payment has been made by cheque and cheques must be made payable to Karapiro Rowing Inc. for the full amount of the entry fees and posted in a timely manner so that they will be delivered within five (5) working days of the close of entries to:

h.    Payment by Direct Credit: An email must be sent to advising that payment has been made by Direct Credit to the account of Karapiro Rowing Inc at the ASB, Cambridge – account number 12-3268-088115-50  (please ensure account suffix is correct) with the minimum of the club or school name supplied as a reference.

i.      Clubs who have outstanding fees from previous regattas will not be allowed to submit their entries or have their entries accepted until all arrears are paid.

j.      Entries close at 8am on Tuesday 4th December 2018. (Updated)

23.          Tent Sites:

a.    Tent sites need to be booked as part of the entry process on the rowIT web site

b.    Tents are only to be erected on the allocated site

c.     Tent sites for this regatta are $150.00 + GST for Front sites and $120 + GST for Second row sites

d.    Tent Sites will be allocated by Random Computer Draw and the allocation will be published three days prior to the start of the regatta.

e.    Tents erected without permission will be charged for or asked to be removed.

f.      Tents are not allowed to be erected earlier than 12pm (midday) on the day preceding the regatta and are to be removed by 8pm on the last day of the regatta.

g.    No club or school or anyone associated with a tent site shall connect to any fixed power or water source on the domain without the express permission of Karapiro Rowing Inc.


24.          Amenity Fees:

a.    An Amenity fee has to be purchased for each and every rower and coxswain that is racing at the regatta.

b.    An Amenity fee invoiced for a rower who subsequently does not compete at the regatta will be credited less a 25% administration fee.


25.          Late Entries: Late entries may be accepted at the sole discretion of the Regatta Secretary and shall attract a late entry fee of $20.00 + GST per late entry for each crew entered.


26.          Supplementary Entries:


a.     Supplementary entries may be accepted for this regatta to fill vacant lanes on such terms and conditions as advised at the time of calling for such entries.

b.     Athlete entry number restrictions will not apply to supplementary entries.

c.     Supplementary entries being entries that are accepted after the close of entries shall attract a Late Entry Fee of $20.00 + GST per crew entered.



27.          Boat Park:

a.     No Boats or Boat Trailers are to be placed in the Boat Park before 12pm (Midday) on the Day before the regatta under any circumstances.

b.     Boats and Trailers and are to be removed by 8pm on the last day of the regatta unless done pursuant a private arrangement between the Club/School and the Waipa District Council where the Club/School agree to pay all charges incurred to the Waipa District Council.

c.     No Trailers are to be parked in the Boat Park this season unless authorised in writing by Karapiro Rowing Inc.

d.     The authorisation may take the form or the trailer allocation schedule published by Karapiro Rowing Inc.


Post Entry Conditions

28.   Substitution of Rowers:

a.            Substitution of rowers (including coxswains) as provided by the NZRA Rules of racing must be submitted to Regatta Control for approval at least 60 minutes before the start of the first race in that event. The Regatta Controller shall have the sole responsibility for the recording and approval of Substitutions in all cases. Regatta Control will make available to the Race Committee all substitutions that have been approved.

b.             Substitution of rowers can only be done ONLINE on the rowIT web site ( up until 4pm on Thursday 13th December 2018.

c.             A Club making a substitution for either a rower or coxswain after 4pm on Thursday 13th December 2018 may make that substitution at the Regatta Secretary’s Office at the Control Tower in writing or by a person with a valid login ID on the Karapiro Rowing web site. (

d.             Medical substitutions shall be approved by the Regatta Controller in all cases under these Conditions.

e.             After the first race of an event, a coxswain may be substituted with the express approval of the Regatta Controller in exceptional circumstances and with good reason – the decision and reason shall be documented and recorded with Regatta Control.

f.              Crew names may be checked at any stage of the regatta, and if a crew is found to have members not as entered or advised to Regatta Control, then the Club/School shall be charged a monetary penalty of $50 + 15% GST = $57.50 for each member of the crew that is not as entered or advised. Further:


                                          i.    If the crew has not raced and is on the water, then the crew shall be excluded from the race in addition to the monetary penalty.

                                         ii.    Should the crew have already raced, then the crew shall be Excluded from the results in addition to the monetary penalty.



29.   Scratchings / Non-Starters:

a.             Scratchings or withdrawal of crews must be advised to Regatta Control at least 60 minutes before the start of the race in that event. Failure to do so will result in the crew being recorded as a Did Not Start and the appropriate penalty levied. (Updated).

b.             Scratchings must be notified ONLINE on the rowIT website ( by 8am on Wednesday 12th December 2018 to avoid incurring a late scratching fee. Clubs scratching before this time will receive a refund of 75% of the relevant entry fees.

c.             A Club submitting a scratching after 8am on Wednesday 12th December 2018 may make that scratching at the Regatta Secretary’s Office at the Control Tower (on the day of the regatta) in writing or by a person with a valid login ID on the Karapiro Rowing web site. ( or on the rowIT website.

d.             Late Scratching Penalty: Scratching’s received after 8am on Wednesday 12th December 2018 will be charged a Late Scratching Penalty of $40 + GST.

e.             Did Not Start Penalty:  A crew that has drawn to start in the Heat of an event but which does not take part in that race shall be deemed to be a late scratching for the purpose of this condition and its Club or School shall incur a late scratching penalty of $60 + GST.

f.              Non-progression Penalty: Where a crew has progressed through the heats of an event to a subsequent round of racing but does not take part in that round, its Club or School shall incur a non-progression penalty of $150 + GST

30.   Entry Restrictions by Event:

a.     All athletes are restricted to three events. This limit may be lifted if and when Supplementary entries are opened

b.     All Single and Double Scull events with the exception of those in the Premier Class are limited to two entries per entry entity.

Race Day Conditions.


31.   Race Structure: Every endeavour will be made to maintain the racing structure as proposed. However, the Regatta Controller after consulting the Race Committee reserves the right to alter, for any reason he/she sees fit, the program as published.

32.   Regatta Control: Shall act as the link between the Athletes, Crews and Coaches and the Race Committee

33.   Racing Colours (uniform):

a.     Athletes are to race in the Official Colours of the entity that submitted the entries in the case of Clubs and Schools.

b.     Regional Performance Centres may row in their own strip PROVIDED that they advise Karapiro Rowing in advance of their intention (so that the correct colours can be displayed in the regatta programme booklet and advised to the Race and Regatta Officials).

c.     Club and RPC colours are those that are registered with NZRA.

d.     School Colours are those that are registered with the NZSSRA.


34.   Responsibility for Safety and Fitness:

a.    Each rower (including coxswains) participating in this regatta is primarily responsible to ensure that his /her boat is in a safe condition to go on to the water and that his or her crew is also fit to race.   Any concerns about safety or fitness are to be brought immediately to the attention of the responsible official of that rower’s club or school prior to the crew taking to the water;

b.    Club and School officials are responsible for every crew from their club/school and specifically:

                                          i.    that each crew’s boat is safe to go on to the water by meeting the requirements of clause 45 of these conditions and

                                         ii.    that the rowers are also fit to race.  

c.     Any continuing concerns as to safety and fitness are to be brought to the attention of the Chief Marshal or Safety Officer prior to the crew taking to the water.

35.   Lake Use During Regatta:

a.      GREEN Flag - the Lake is open either for training or racing as directed.

b.      RED or NO Flag - the lake is closed to all regatta participants. A regatta participant for the purpose of this clause is person whose name appears as an entrant in the official regatta entry records.

c.      Coach boats or non-rowing boats - No coach boats or other non-rowing boats are allowed on the water at any time during the regatta or during any training associated with the regatta except as specifically permitted by Regatta Control.


36.   Water Traffic Rules:

a.    The traffic rules for training and racing are as displayed at the Marshal’s office. The traffic rules must be strictly complied with.

b.    During racing, all crews must proceed to the start as directed and remain outside the course at all times until called in for the start of that crew’s race.

c.     No crew may cross the course except at the start when called in to race or as specifically directed by an official. 

d.     Notwithstanding sub-clause c. above, Rowing New Zealand and Waikato Regional Performance Centre Crews wishing to return their boats after the last use of a particular boat to their shed may take their boats back using the agreed protocol.


i.        Should this protocol not be adhered to, the privilege will be withdrawn.

37.   Coxswains:

a.    The Regatta Controller shall appoint a Weigh Marshal who shall be responsible for the recording and checking of:

                                          i.    Weighing and recording of all races that Coxswains are entered into.

                                         ii.    Deadweight to be carried by coxswains (prior to and after racing)

                                        iii.    Compliance of Life Jackets to NZRA Rule 22.7

b.    Dead-weight to be secured together or contained so that it is clearly identifiable as dead-weight.   Spanners and other tools are not acceptable as dead-weight.    Dead-weight shall not be carried in a manner that might affect the ability of the coxswain to escape from the boat in the case of an emergency, but in all cases shall be carried in the boat as close as possible to the coxswain.

c.     Coxswains weights may be check weighed after each race including heats and finals. If the deadweight carried by the coxswain is less than that recorded the crew shall be relegated to last place.

d.    Coxswains will not wear heavy cotton or woollen clothing (such as jeans, sweaters or sweatshirts) but suitable clothing that will keep them warm (e.g. poly-props, polar fleeces etc) but that in an event of capsize or sinking, the water will not render the clothing to become a hazard.

e.    Life-jackets – coxswains must wear a New Zealand Standards (NZS 5823:2005) approved life-jacket, suitable for their size and age and/or weight, and outside all other clothing.  

f.      Life-jackets must be in good condition and have in a legible state, the manufacturer’s label and certification intact.  

g.    Under no circumstances are inflatable (either manual or automatic) lifejackets to be worn by coxswains during the regatta.


43.   Cell Phones and Other Communication Devices: No communication device (Electronic or otherwise) capable of receiving or transmitting a communication from or to any person or equipment outside the boat are permitted to be carried in a boat whether switched on or off.

44.   Boat Numbers:

a.     All boats must carry a bow number indicating the LANE number as shown in the official day sheet. 

b.     Crews without a number may not be allowed to start. 

c.     The number must be placed on the boat so as to be read from the Judges’ side of the course at the finish (i.e. the stroke or port side of the boat).

d.     Numbers not returned within 30 minutes after the race in which they were last used will be charged at $25 + GST per instance.

e.     A crew that crosses the Finish line with an incorrect bow number may be Disqualified and excluded from the results.

45.   Boat Safety Standards: It is a matter of prime importance that all boats must be in a safe condition for rowing. 

a.     Each crew and their coach(s) are primarily responsible for ensuring that their boat is safe for rowing and meets the minimum standards prescribed in the NZRA Rules of Racing and are operated in the manner intended or prescribed by the boat manufacturer.

b.     Crews, whose boats do not meet these standards 30 minutes before the advertised time of the race, may be excluded from the race at the discretion of the official conducting the Boat Safety Compliance Checks. The Official shall inform Regatta Control of their decision.

c.     Club officials are to present their boats for checking prior to the start of the regatta or if they arrive during the regatta prior to the first use of the boat.

d.     All boats that pass the compliance check will have a sticker attached to the bow of the boat.

e.     Boats not displaying a sticker shall not be permitted to race.

46.       Postponement or Cancellation: The Regatta Organising Committee shall be under no obligation to refund any fees whatsoever as a result of the postponement or cancellation of the regatta for whatsoever reason. Rowing is an outdoor sport and as such is subject to the weather being suitable on any given day to conduct the regatta in a safe and responsible manner.

47.       Compliance with Part 101 of the CAA Rules: Pursuant to Rule 101.207(a)(1)(i) participation in this regatta either as a competitor or as an official or volunteer shall be deemed to be consenting to be under any unmanned or remotely piloted aircraft operated by Karapiro Rowing Inc. or any of its agents or contractors.

48.       Exclusion of all Tort Liability of Whatsoever Nature: All due care will be taken by the regatta organisers and officials to ensure the regatta is conducted safely and efficiently.   However, it remains the prime and principal responsibility of individuals participating in the regatta (either as rowers, coxswains, coaches, or other club officials) to conduct themselves in a safe and responsible manner at all times.   This includes making sure prior to racing that their boats are safe for racing and generally in compliance with these conditions.   Also, that the rowers in each crew are fit for the ordeal of racing.   They must also ensure that these conditions are complied with and that the directions of the Regatta Officials are followed.

Further, it is a condition of participation in this Regatta that all participants accept and note that no liability either in tort or any other nature whatsoever, is accepted by or will attach to the New Zealand Rowing Association Inc, Karapiro Rowing Incorporated, the Waikato Rowing Association Incorporated, The Auckland Regional Performance Centre Inc. or Event Medic and Safety Ltd for any harm, damage, loss, costs, expenses, inconvenience, interference, of whatever nature and whatever kind, including any damage to equipment or injury to persons of whatever nature incurred in the course of, or in connection with, or in any way related to the Regatta, regardless of whether any omission , wrongdoing, oversight, negligence, or other tort whatsoever on the part of any Regatta Official, or other person may be established.
